Maritime Labour Convention 

Maritime Labour Convention is the 4th  pillar of shipping after SOLAS, MARPOL and STCW.
Master along with other Management officer has to very verify that MLC shall be properly complied onboard.

As per DMLC Part-II:  All accommodation, recreation & catering facilities should be provided on ship

Age

 All seafarers onboard should be 16years & above

Certificate

Master shall check and verify that certificate and documents are onboard                                                                                                                           

  1. Certificate of Compliance 
  2. Statement of Compliance 
  3. Inspection report (if any)
  4. Copy of MLC 2006 shall be on board
  5.  Safe Manning Document

Watchkeeping, COC and COP

  1. All officer and crew onboard should be holding a valid medical certificate
  2. All officer and crew onboard should be having valid STCW courses
  3. Cooks  onboard should be having COC
  4. Able seamen should be having watch keeping and COP

Sailing Squad \ Workshop crew 

 Master shall verify proof that placement agency comply with MLC 2006 requirements

Article of Agreement

  1. Master shall check that  article of agreement is signed by seafarer & owner 
  2. It should contain atleast: Name, DOB, owner’s name & address, capacity, wages, paid Annual leave
  3. There should be  Current & valid CBA on board
  4. Master shall address the company if any seafarer serving more than his article time

Continuous Discharge Certificate 

  1. Master shall check that all seafarers carry valid CDC
  2. Entry should be made when a seafarer joins ships

Wages

  1. Should be paid monthly
  2. Portage bill or Monthly allotment sheet of individual crew should be given monthly 
  3. If any deduction in seafarer’s wages is done,  it should be done legally and as per which guidelines

Rest Hour

  1.  Master and all management officer shall plan work and  rest hour as per  above STCW 2010 of crew member. 
  2. Shore leave shall be given whenever possible

Manning

  1. Master shall address the company if any seafarer serving more than his article time
  2. Master shall verify that  manning adequate as per Safe Manning Document

Training & education facilities

  1. Some company ask candidates to do MLC certificate course 
  2. Circulars, Notices and alert wrt MLC shall be discussed among crew
  3. Company shall provide Training and  education facilities.

Food and Water 

  1. Adequate quality and quantity of food and water for consumption  should be available
  2. Food served on board are adequate as per crew list and is nutritious

Galley, Stores, Catering equipment

  1. above should be in hygienic condition
  2. Master shall take regular rounds of galley, provision store, mess rooms and accommodation and same shall be recorded in Official record book 
  3. Mess rooms should be  having facility for storing cold and hot food


Safety Meeting 

  1. Safety Meeting should be carried once a month or whenever any important event is happening or circular has come
  2. Safety Meeting should covers Safety & Occupational health issues
  3. Different Personnel Protective equipment should be provided to crew member for different task
  4. Sign/symbols  should be pasted on dangers (chemical room, battery room and high noise levels area etc)
  5. Incident investigation and report should be carried out to reduce such incidents
  6. Guard should be put near Machinery when using by  ships crew
  7. Briefings and  trainings should be done in Safety Meeting
  8. A tool box meeting and a proper Risk assessment should be conducted prior each job
 
Onboard Complaint handling Procedure

  1. Onboard complaint handling procedure  should be available 
  2. All crew and officer must be  aware of Onboard Complaint handling Procedure


Accommodation

  1. There should not be excessive vibration in  accommodation, recreational and catering facilities
  2. Air conditioning and heaters should be operational and effective
  3. Accommodation should be properly illuminated 
  4. Sufficient drainage should be  provided in accommodation area
  5. Emergency or Secondary lighting should be provided in accommodation and should be marked with emergency sign
  6. Hot & cold water available in all wash basins & toilets
  7.  All toilets and laundry facilities on board maintained in hygienic condition & working properly
  8.  Washing Machines, Drying machine or drying rooms & Iron & ironing board.

Recreational or Catering facilities 

  1.  Sufficient recreational facilities provided onboard
  2. They should be properly maintained
  3. Below should be  available onboard                                                                                                                                                                                                   1.Books & magazines                                                                                                                                                                                                                      2. Music and Video players                                                                                                                                                                                                              3. Television with suitable antenna system   

Hospital, Medicine,  Company Medical officer and Radio medical advice

  1. Hospital should be in Hygienic condition
  2. Hospital should be having a supply of running cold & hot water
  3. Hospital should be having  clean bed
  4. Hospital, medical instruments & medicines shall be maintained as per International Medical Guide.
  5. Master shall report to company ASAP if any crew member is sick
  6. Seafarer should be sent to doctor in port without delay, whenever possible
  7. Proper medical report form  should be used
  8. Monthly medical report should be send to company
  9. Master and other officer should be knowing about the Company Medical officer (email and Telephone No)
  10. Master and other officer should be knowing about the procedure of taking radio medical advice
