Use of Hand steering

 Hand steering 

Vessel must be on Hand steering under  following navigational conditions: 

  1. When operating in areas of heavy traffic 
  2. During all river, canal and estuarial transits 
  3.  During all approaches to and departures from ports, terminals or anchorages 
  4. During all berthing, un-berthing and anchor handling operations 
  5. Ship-to-ship (STS} operations 
  6. Whenever the ship's ability to maneuver is restricted by shoals or shallow waters 
  7. When in Traffic Separation Schemes (TSS}, safety fairways and any anchorage ground within 12 nm from the Base Line of any coastal state. 
  8. When within 3nm from any shore 
  9. When engaged in underway transfer of personnel or stores to or from a launch 
  10.  When engaged in Search and Rescue operations 

In addition, consideration shall be given for engaging hand steering in the following conditions: 

  1.  When operating in reduced visibility. 
  2.  When navigating in heavy weather 
  3. For any large alterations of course as defined in the Master's Standing Orders. 
  4. In case of navigation equipment failure 
  5.  When steaming at slow speed 

Additional steering gear motor should be engaged to improve response time.
