When is Alcohol testing is done onboard 

1.Unannounced Alcohol Testing– Initiated by Master

  • Frequency -Every month 
  • Test are to be carried out using on board alcoholmeter.
  • Recorded in the company form and shall be maintained onboard.

2.Unannounced Alcohol Testing– Initiated by Office –

  • Notification by sending message to a ship (vessel’s Sat-C and email id). 
  • Interval not exceeding 2 months
  • Tests are to be carried out using on board alcoholmeter. 
  • Results of the test within 2 hours of the receipt of the message using company form
  • Recorded in the company form and shall be maintained onboard.

3.Unannounced Testing for Drug and Alcohol – By External Agency 

  • Conducted by an appropriate shore-based organization
  • Interval not exceeding 12 months.
  • Prior undertaking above unannounced D&A tests, each seafarer shall, where applicable, provide a declaration of medication being taken by the seafarer. Such medication should have been prescribed either by a medical practitioner or by the Master onboard.

4.Marine Incident (grounding, collision, oil spillage, death or an injury etc)

  • If there are NO Safety Concerns then conducted within 2 hours of the incident occurred.
  • If there are Safety Concerns, not later than 4 hours after the incident occurred.
  • The collection of drug-test specimens must be conducted within 32 hours from the time incident occurred.
  • If  Alcohol testing is not conducted and Drug-test specimens were not collected, Master must record in the Bridge logbook, stating the reason why the testing was not conducted.


  1. Either the C/E or the C/O must witness the test of Master.
  2. Drug / Alcohol test kits onboard and inventory of same shall be maintained onboard.
  3. Drug and Alcohol tests are to be carried out in Ship’s Hospital, Bridge or Ship's office.
  4. For ships within U.S. Coast Guard jurisdiction, refer to the Code of Federal Regulations (CFR) 46, Sections 4.05 and 4.06.
